De IndyCar-organisatie heeft het wetboek voor het komende seizoen naar de teams gestuurd. De reglementen bevatten geen schokkende veranderingen, alleen wat kleine aanpassingen. Zo mocht de polesitter en leider in de race voorheen zelf kiezen of hij de start of herstart aan de binnen- of buitenkant van de baan aan zou vangen. Dat ligt nu vast, de binnenkant is gereserveerd voor de pole position of leider in de wedstrijd.

Ook aan het puntensysteem is wat geschaafd, met twee bonuspunten voor de coureur die de meeste ronden in een race de leiding in handen heeft. Het was altijd gebruikelijk om de posities 19 tot en met 25 allemaal hetzelfde aantal punten van 12 te schenken. Voortaan telt het aantal punten ook vanaf P19 af, in een poging om het strijden op de baan ook in de achterhoede te bevorderen. De verplichte levensduur van motoren is nu 2.000 mijlen, 150 mijl meer dan in 2012.

Racedirecteur Beaux Barfield: "Met de diepte van de competitie zit het in onze serie wel snor. Elke positie en alle punten zijn belangrijk voor het kampioenschap. De plekken 19 tot en met 25 leveren vaak ook mooie gevechten op, en dat verdient een puntentelling dat die inspanning en performance beloont."
